Luca’s mission is to advocate for individuals and small businesses that have been harmed by the indifference of powerful institutions. He focuses his practice on complex litigation, and has successfully litigated cases involving insurance bad faith, oil and gas disputes, defective products, and consumer protection.
Luca has presented oral arguments to the West Virginia Supreme Court of Appeals and prosecuted several personal injury and commercial cases resolving in excess of $1 million. He is committed to achieving exceptional results for his clients through trial and, if necessary, appeal.
During law school, Luca served as an executive editor of the University of Pittsburgh Law Review and authored a comprehensive treatise involving litigation of the ongoing opioid epidemic. He developed his legal writing during externships under Judge Goodwin of the U.S. District Court for the Southern District of West Virginia and Justice Donohue of the Supreme Court of Pennsylvania.
Luca is licensed to practice in West Virginia, Pennsylvania, and Ohio as well as before the United States District Courts for the Northern and Southern Districts of West Virginia, and the Southern District of Ohio. He is a member of the West Virginia, Pennsylvania, and Ohio Bar Associations, the Allegheny County Bar Association, and the West Virginia and Pennsylvania Associations for Justice.
