Plaintiffs below, Walter and Mary Hersh, appeal adverse summary judgment orders in a premises liability case. The circuit court found that the lack of handrails on stairs that Plaintiff Mr. Hersh fell down was an open and obvious condition precluding liability on the part of the defendant owners of the premises.
