Plaintiff Terry Hill appeals the circuit court's order dismissing his lawsuit under Rule 12(b)(6). Plaintiff asserts that Defendant Gregory Stowers engaged in illegal vote-buying activity which resulted in defendant obtaining more votes than did plaintiff to win the 1996 general election for Circuit Clerk of Lincoln County; plaintiff seeks monetary damages.
