Petitioner West Virginia Department of Health and Human Resources, Bureau for Behavioral health and Health Facilities appeals the June 2, 2014, order of the Circuit Court of Kanawha County that requires the DHHR to increase the starting salaries of new health care workers at the two State-run psychiatric hospitals and to implement a specific restructuring plan aimed at reducing staff vacancies, discontinuing the use of mandatory overtime, and discontinuing the reliance on temporary and contract workers.
