BrickStreet and the West Virginia Insurance Commissioner appeal the October 31, 2011, order of the Circuit Court of Kanawha County that reversed and vacated the Insurance Commissioner's July 9, 2011, administrative order finding that rate filings - approved and later affirmed by the Commissioner for BrickStreet's insureds with direct-write (no agent) policies -were not excessive, inadequate, or unfairly discriminatory. The Bunch Company is an agent less BrickStreet insured.
