Plaintiff appeals the dismissal of her lawsuit that alleged violation of the West Virginia Human Rights Act. The circuit court ruled that plaintiff, a public employee, failed to first exhaust her administrative remedies by pursuing a grievance with the West Virginia Public Employees Grievance Board. Justice Workman disqualified.
