Petitioner seeks a writ of prohibition preventing the Respondents from continuing an administrative proceeding against it. Petitioner claims the Respondent exceeded its legitimate power when it applied the WV Prevailing Wage Act to employees of a public authority and to work for a public authority not let to contract.
