The Shepherdstown Observer appeals the circuit court's order dismissing its Freedom of Information Act complaint. The petitioner seeks access to zoning referendum petitions from the Clerk of the Jefferson County Commission, but the circuit court ruled that these documents were not subject to the Freedom of Information Act.
