Petitioners appeal from the circuit court's order dismissing their action seeking injunctive or declaratory relief with respect to disability pensions on the basis that petitioners had failed to exhaust their administrative remedies. Petitioners assert that the administrative process was inadequate and that an administrative proceeding is not the proper venue to challenge the constitutionality of the application of a statute or rule.
