Petitioners appeal the circuit court's order granting Tax Commissioner's and Kanawha County Assessor's motions for summary judgment and denying petitioners' motion for injunction, declaratory judgment and/or summary judgment. The circuit court ruled that certain data records sought by petitioners pursuant to the Freedom of Information Act were exempt from disclosure and that redaction was not required because segregation of the nonexempt data from the exempt data would be overly costly and burdensome.
