The circuit court certifies the following question:
Does a child's right to continued association with individuals with whom he has formed a close emotional bond, i.e., his maternal grandmother, continue post-adoption by non-relatives, and provided that a determination is made that such continued association is in the best interests of the child?
Circuit Court's Answer: Yes.
