Petitioners, a group of Transportation Workers 1, 2 and 3 and Transportation Crew Chiefs who are employed by the Division of Highways in its District One, appeal the Circuit Court's order which affirmed the Public Employee Grievance Board's decision denying their grievances. This appeal concerns allegations of discrimination in violation of the civil service laws based upon upward salary adjustments given only to employees in three counties in District Five that were found by the Division of Highways and the Division of Personnel to have problems with employee recruitment and retention.
