Petitioner appeals the order of the Circuit Court of Kanawha County, entered on February 27, 2015, affirming a decision of the West Virginia Consolidated Public Retirement Board denying petitioner’s request to participate in the Teachers’ Retirement System (“TRS”) but approving her request to participate in the Teachers’ Defined Contribution System (“TDC”).
