Scott is a 1987 graduate of the West Virginia University College of Law. He received the Order of the Barristers Award for excellence in trial advocacy. While in law school he clerked for Bachmann, Hess, Bachmann & Garden in Wheeling, West Virginia.
Scott is a 1984 graduate of West Virginia University. He received a Bachelor of Arts Magna Cum Laude in Political Science with a minor in economics. He was inducted to Phi Beta Kappa in recognition of high attainments in liberal scholarship.
